Draft Policy on Faculty Compensation

Draft Policy on Faculty Compensation for Grant Implementation

*** This draft policy has not been approved by the HCC Board of Trustees or by the Chancellor as of 10-14-05 but, may be viewed as a general guide

To encourage faculty participation in the administration and implementation of grants, a compensation policy will be developed which outlines conditions for compensation, a process for approval and control and a procedure for uniform application throughout the System. Only full-time and adjunct faculty will be eligible. For faculty working on the administration or implementation of a grant (after grant has been awarded) at times above and beyond their normal HCCS assignments, the following compensation guidelines will apply:

Type of Compensation

  • Stipend payment without release time.
  • Release time without payment.

Form of compensation

  • If the faculty member chooses to receive a stipend without release time, the amount will the equivalent of one overload course per semester, which will be paid at the end of the term.
  • If the faculty member chooses to be released from teaching without payment, funds from the grant will be transferred to his or her discipline department to hire adjunct faculty for course or courses for which the faculty member is being released.

Approval Process

  • The faculty member’s immediate supervisor will approve stipend payment or amount of release time and the specific terms of the assignment each semester. If determined by the project director and the employee’s immediate supervisor that the assignment equals more that one course per semester, the payment or course release may be increased upon approval by the Dean.

Other

  • Funds for faculty monetary compensation, including fringe benefits will be derived from the grant and at no time will institutional funds be used for these purposes.
  • During the term of assignment, the faculty member will report to the grant project director for duties associated with the grant.
  • Faculty will not be compensated for grant work performed as part of their regular HCCS assignment.
  • The faculty member will maintain time sheets or time and effort logs of his or her hours on the grant and will submit monthly documentation to the project director and to his or her immediate supervisor.

The Chancellor will approve deviation from this policy.
